Southeast Area Animal Control Authority
The Southeast Area Animal Control Authority (SEAACA) began providing animal control services for La Palma on January 1, 2010. SEAACA’s state-of-the-art animal shelter is located just 9.8 miles from the City at 9777 Seaaca Street in Downey. The shelter is equipped with stainless steel kennels, skylights, a temperature controlled environment, a state-of-the-art veterinary clinic, grooming facilities, and a low cost wellness clinic that is open to the public, Tuesday through Saturday. The enhanced services provided by SEAACA, reflect the City Council’s commitment to provide the highest quality animal care services for La Palma residents.

Animal Licensing
Residents are reminded that all dogs are required to have a valid pet license within 30 days of becoming 4 months of age or moving into the City. Dog owners pay $20 for altered animals and $40 for unaltered animals. Seniors (55+) receive a 50% discount for altered pets. The SEAACA licensing period is from July 1 to June 30.

Previous Services
The City of La Palma had previously contracted with the County of Orange for animal care services. The County animal care facility, is now located at 1630 Victory Road, Tustin, CA 92782. Due to the increased costs of the new shelter and the distance from La Palma, the City Council authorized the change from services with the County to SEAACA.
