NEW Household Recycling Program
This June, Park Disposal (EDCO) is expanding its trash collection program to include a new automated curbside recycling program at no additional cost. The new blue recycling carts should be delivered to all single-family residential household customers during the week of June 4 - 8. These blue 65-gallon capacity automated containers will conveniently hold all household recyclable materials mixed together; while other household trash will continue to be collected in the same manner, using your own containers. There is still no limit on the amount of trash containers a household may place for collection and all La Palma waste will continue to be further processed at solid waste material recovery facility (MRF) that sorts and removes recyclables.
The following items should be placed in your new blue recycling cart:
- recyclable plastics labeled 1 through 7
- aluminum and steel cans (including empty aerosol cans)
- glass bottles and jars
- mixed paper (junk mail, magazines, cereal boxes, shredded paper, etc.)
- plastic water and soda bottles
- telephone books
All other waste items should be placed in your normal waste containers, including: plastics not labeled with a number 1 through 7; trash bags and plastic grocery bags; yard waste; pet or diaper waste; and food waste. Additional blue recycling carts are available at no additional cost and a smaller cart option is available upon request. State of California - Recycling Regulations
In 1989, California adopted the Integrated Waste Management Act, also known as AB 939. This act established the California Integrated Waste Management Board (now known as CalRecycle), which required each jurisdiction to submit detailed solid waste planning documents for Board approval, set diversion requirements of 25% in 1995 and 50% in 2000, established a comprehensive statewide system of permitting, inspections, enforcement, and maintenance for solid waste facilities, and authorized local jurisdictions to impose fees based on the types or amounts of solid waste generated. In 2008, California amended the Integrated Waste Management Act (SB 1016) and established a new per capita disposal and goal measurement system, which moves the emphasis from an estimated diversion measurement number to using an actual disposal measurement number as a factor—expressed in pounds of waste generated per person per day—along with evaluating program implementation efforts. These two factors help determine each jurisdiction's progress toward achieving its Integrated Waste Management Act (AB 939) diversion goals. La Palma's 50% diversion mandate expressed in pounds per person per day is 5.1 PPD. Since the new measurement was introduced, La Palma has been well under that number: 3.9 PPD in 2007; 3.1 PPD in 2008; 3.5 PPD in 2009; 3.2 PPD in 2010; and an estimated measurement of 3.0 PPD for 2011.
Bottles and Cans
La Palma residents have several convenient options for recycling and redeeming CRV bottles and cans. The primary place to recycle these beverage containers is at a certified recycling center. E-waste & Universal Waste (Batteries, Fluorescent Light Bulbs, & more)
An electronic and universal waste recycling collection program is now available for La Palma residents. E-waste items include, but are not limited to, televisions/monitors, computers, laptops, microwave ovens, small desk top machines, cellular telephones and other similar items. U-waste items include, fluorescent light tubes, compact fluorescent light bulbs, household batteries, and mercury-containing thermometers and thermostats. The program, is provided free to residents through an on-call (curbside) program wherein residents schedule a pickup by calling Park Disposal directly at (714) 522-3577. Residents do not need to be home during the collection.
Additionally, residents can still dispose of other household hazardous waste products at the Orange County Collection Center located at 1071 N. Blue Gum Street , Anaheim, near the junction of the 91 and 57 freeways. For more information regarding the County's program visit www.oclandfills.com

Sharps (Syringe/Needle) Disposal
State law prohibits the disposal of medical sharp waste (syringes, needles, and lancets) in the normal trash system. A curbside collection of sharp generated waste is now available. Residents can dispose of up to two gallons of sharps waste sealed in any hardy plastic container. The program, is provided free to residents through an on-call (curbside) program wherein residents schedule a pickup by calling Park Disposal directly at (714) 522-3577. Residents do not need to be home during the collection.
Further, residents can dispose of medical sharp waste, at one of the regional Orange County Collection Centers located at 1071 N. Blue Gum Street, Anaheim, near the junction of the 91 and 57 freeways. Place the sharp waste materials in a sturdy plastic container, preferably a designated bio-hazard medical waste container and bring the items to the collection center. The City now has a pharmaceutical collection/disposal box located inside City Hall at 7822 Walker Street, La Palma. The pharmaceutical collection box can accept all non-controlled pharmaceutical medicines, including expired or unneeded over-the-counter medications. The box is provided as a free service to La Palma residents so they can conveniently and properly dispose of these items. Household Hazardous Waste (Paints, Oils, Cleaning Products, etc.)
Residents can dispose of most household hazardous waste products at one of the regional household hazardous waste disposal sites sponsored by the County of Orange. Used Oil Recycling
Do you change your car's motor oil? Did you know that State-certified used oil collection centers
will take your used motor oil and will even pay you 40¢ a gallon? When you take your used oil to a certified center for recycling, you are protecting the environment, conserving a valuable resource, and getting paid for it. That's a winning combination! There is one catch. Certified collection center managers will not accept used motor oil that has been contaminated with other fluids such as antifreeze, solvents, gasoline, or water. So please, don't mix your used oil with anything.
If you change your own motor oil, you’re likely changing your oil filter at the same time. Take the last step and recycle the oil filter along with the used oil. Many used oil collection centers are now accepting oil filters from the public. Call ahead to find out if filters are accepted.
