Development Committee

The Development Committee is the approval authority for single family residential Precise Plan Amendments. It also serves as the Design Review Board and as an advisory body to the Planning Commission by reviewing proposals for conformance to the development standards established by the City’s Zoning Code. The Community Development Department staff is responsible for providing support and advice to the Development Committee.

Special Meetings may be held on the second Monday of even numbered months (February, April, June, August, October, and December) or at other dates and times as are deemed necessary in order to carry out the business of the Development Committee.  The Development Committee may also hold Emergency Meetings, as defined in the California Government Code, on an as needed basis.

Membership and Terms

The Development Committee shall consist of five members who are residents of the City of La Palma and shall be appointed by the City Council. Each member serves a four-year term and is eligible to be reappointed by City Council for consecutive four-year terms.

Powers & Duties

Pursuant to Chapter 44 of the La Palma Zoning Code, the Development Committee shall have the following powers and duties:
  • To hear and make determinations for applications for Residential Precise Plan Amendments, Master Sign Plans, and new Monument Signs
  • To review at a public hearing and provide recommendations to the Planning Commission on all new Precise Plans, Non-Residential Precise Plan Amendments, Specific Plans, and Variances of the Zoning Code
  • To act as the appeal authority for Single Family Residential Remodels typically approved by City staff
  • To act as the appeal authority for any disputes related to building mounted signs, on-site directional signs, window signs, non-residential real estate signs, construction signs, flagpoles, future development signs, and temporary signs
  • To serve as the designated appeal authority for any disputes related to the interpretation of the Building Code
  • To act on matters as necessary to implement the provisions of the City’s Zoning Code and General Plan
  • To provide recommendations to the Planning Commission on any plans for the development of any facilities initiated by the City in respect to aesthetics, architectural compatibility with surrounding area, and consistency with the Zoning Code and General Plan
  • To provide recommendations to any public authority or to any corporation or individual with reference to the location and design of any proposed buildings
  • To review special studies presented by staff
  • To act as the appeal authority for any dispute related to Code Enforcement issues

Appointments and Vacancies

Committee members may be appointed for two four-year terms and appointments are made when a vacancy arises on the committee. The City Council reviews applications for committee vacancies and interviews applicants prior to making appointments. The advertising of upcoming vacancies may occur prior to the actual expiration of a committee member’s term, in an effort to fill vacancies as close as possible to the expiration date. Applications for the Development Committee are available online or at City Hall.
